Lenders/Investor's Technical Advisory
Provide detailed analysis and explanation of the project scope, contracts, and technical risks throughout the demanding bid phase of a project to enable lenders and investors to make informed investment decisions.
Secondary Market Transactions Due Diligence
Provide technical advisory due diligence to support the asset buyers or sellers. We deliver a third-party view of the project’s technical aspects including an opinion on the adequacy of capital and maintenance budgets, which pertain to the condition of the asset and the contract requirements.
Building Condition Assessments
Collaborate with a team of qualified subject matter experts to ensure asset elements are accurately addressed and presented. Specialists such as elevator, envelope, mechanical, and electrical consultants conduct onsite assessments and highlight important issues to be addressed by the client.
Joint Technical Reviews
Review of contract specifics and building condition assessments during the operational phase of a project. Our understanding of the private partner delivery practises and the P3 contact model provides us the perfect foundation to complete these independent reviews.
Look-Back/Look-Forward Tests
Provide independent assessment of the work completed (Look-Back) by conducting an audit of invoices, or outstanding work to be executed (Look-Forward) through a condition assessment and comparison to the hand back/expiry requirements.

Marie Foley has 25 years of experience on major infrastructure projects across North America.

Marie is an industry leader in providing Lender's Technical Advisory services for PPP and financed infrastructure projects across multiple sectors with 150 projects in her portfolio.

Marie's experience and expertise in providing award winning due diligence includes social and civil infrastructure projects for both greenfield and secondary market transactions. Her areas of specialty include technical due diligence, independent certifier, life cycle, and facilities management analysis. Marie currently serves on the Board of Directors for the Canadian Council for Public Private Partnerships.
Ben Connor
Director

Ben Connor has more than a decade of experience in financed infrastructure and PPP advisory for major infrastructure projects across North America.
Ben has led technical due diligence and payment certification on award winning social and civil infrastructure projects for both greenfield and secondary market transactions.
He has provided infrastructure advisory services on more than 75 P3’s in a variety of asset classes including healthcare, entertainment venues, transportation and transit, district energy, education, and justice. His areas of speciality include technical advisory, independent certifier, risk management, construction cost reviews, and construction schedule reviews.
